THE DISSECTION

This paper tests whether a large new industry presence creates broad regional employment or merely concentrates gains in one municipality. Its central finding is brutal for place-based policy: treated municipalities gain substantially, neighboring same-industry areas gain briefly and then lose those gains, and the broader regional effect is positive but modest and highly uncertain.

The paper is also withdrawn, with no PDF available and the final listed version only 1 KB. The abstract is therefore a provisional claim, not stable evidence.

THE CORE FALLACY

Under the Discontinuity Thesis, the paper treats covered employment and wage bill as evidence of productive participation. That is too shallow. A rise in jobs can reflect temporary labor demand, spatial displacement, or income capture by owners while workers remain replaceable.

The paper measures whether an industry entry creates or moves employment over 0–16 quarters. It does not test whether humans remain economically indispensable under AI, whether ownership and control accrue to workers, or whether the wage-to-consumption circuit survives. Its econometric sophistication cannot repair that measurement failure. A positive regional employment estimate is not evidence against P1–P3.

HIDDEN ASSUMPTIONS

  • Covered employment is a valid proxy for durable economic power.
  • A sixteen-quarter window is long enough to distinguish structural gains from a temporary shock.
  • Municipality and industry boundaries capture the relevant economic system.
  • Spatial spillovers capture the main general-equilibrium effects.
  • Labor demand remains human-centered rather than being rapidly automated.
  • A modest positive regional effect has meaningful policy value despite considerable uncertainty.
  • The withdrawn abstract accurately represents findings that can be relied upon.

The paper also omits ownership, automation exposure, productivity gains, migration, capital flows, transfers, and the distribution of gains between workers and sovereign owners. Those omissions leave the actual survival question untouched.

SOCIAL FUNCTION

Partial truth functioning as transition management and prestige signaling. It correctly punctures the fairy tale that a new facility automatically enriches an entire region. But it still treats employment expansion as the battlefield and the relevant success condition. In DT terms, this is carcass management: measuring how efficiently the dying employment system can redistribute its remaining oxygen.

THE VERDICT

Useful local labor-market arithmetic, not a systemic rescue document. The paper shows concentrated gains, temporary spillovers, and weak regional multiplication. Even if every estimate survives withdrawal, the result describes a lag defense, not a reversal of system death. It documents where the employment carcass twitches—not whether the post-WWII wage-to-consumption machine can live.
