From Replacement to Orchestration: A Socio-Technical Architecture for Agentic AI in Corporate R&D

The central error: The paper assumes the productivity paradox is internally solvable — that better orchestration of human-agent hybrids can restore innovation output without addressing the structural displacement it enacts. This is management theater built on a non-sequitur.

The cognitive saturation problem is not a design flaw to be engineered away. It is the early symptom of the productive-participation collapse — the moment when the system begins consuming its own infrastructure (researcher time, coordination capacity) as it scales AI integration.   1. Corporate R&D as a stable institution — The paper assumes the firm structure of R&D survives intact through this transition. DT predicts institutional compression: as AI capital concentrates, the number of viable corporate R&D units collapses. Most current R&D organizations are not transitioning to HARMONY; they are being rendered structurally irrelevant.

  2. Human-agent collaboration as durable — The "bounded autonomy with alignment" design requirement (DR2) assumes that humans remain necessary for oversight, judgment, and ethical boundary-setting. This is a lag-based assumption: it treats current regulatory and liability constraints as structural constants rather than transition-phase artifacts. As AI systems achieve sufficient robustness and legal personhood frameworks develop, bounded autonomy converges toward full autonomy. The human in the loop becomes vestigial.

  3. Productivity as the right metric — "Orchestration Leverage" as a candidate productivity metric assumes the bottleneck is efficiency. The actual bottleneck under DT is participation distribution: who has access to the productive circuit at all. A metric that optimizes orchestration of what remains is a metric for managing decline, not reversing it.

  4. Eroom's Law as a solvable puzzle — The paper treats declining pharmaceutical productivity as a coordination problem. Primary: Transition management. This paper performs the essential function of making AI integration in R&D legible as "orchestration" rather than "replacement," preserving institutional narrative coherence while the underlying displacement accelerates.

Secondary: Elite self-exoneration. By proposing a model with explicit ethical pillars ("Ethics Fabric") and human-forward archetypes ("Sciencepreneur"), the paper constructs a moral architecture that deflects responsibility for displacement. "We designed for bounded autonomy" is the new "we're being thoughtful about automation."

Tertiary: Prestige signaling. arXiv deployment of this paper positions it as serious systems thinking while it fundamentally misdiagnoses the nature of the collapse it purports to address.


The Verdict

This paper is operationally useful within a five-year lag window and structurally irrelevant beyond it. HARMONY is a legitimate management framework for organizations transitioning human R&D labor toward agentic systems. It does what it claims: reduces cognitive saturation, improves orchestration, maintains bounded autonomy. These are real capabilities.

But it is not a survival architecture for the humans it claims to serve. It is an organizational adaptation that accelerates the very displacement it frames as manageable. The Sciencepreneur is the last human standing in a system designed to render human scientific labor progressively optional. The paper's framing of this as "capability evolution" is the ideological work it performs.

The DT verdict: Transition management is not survival. This paper tells you how to navigate the collapse efficiently. It does not tell you whether there is a destination worth navigating toward, because its authors cannot see the destination — or will not name it. The productivity paradox is not a workflow problem. It is the first tremor of the structural failure of human cognitive labor as a necessary input to the innovation economy. Orchestration does not fix this. It marks time until full autonomy arrives.
