  2. Worker ownership and equity participation preserve productive participation. Employee-owned structures and stock grants distribute slices of a shrinking productive base to workers who have no leverage to increase it. This is hospice care dressed as wealth-building.

  3. Democratic deliberation can alter competitive dynamics. The "Engaged California" process invites public input on AI policy. This is ideological theater. Competitive AI deployment is driven by relative capability and cost, not by what California residents vote on.


THE SOCIAL FUNCTION

This document performs transition management at maximum institutional credibility.

It does exactly what a dying system requires: it demonstrates responsiveness, mobilizes expert consensus, creates procedural activity, generates dashboards and reports, and leaves the underlying mechanism untouched. Every action item — the workforce dashboard, the WARN Act review, the "AI playbook for job training," the online services portal — generates legitimate activity that is also structurally irrelevant to the core collapse.

The "every Californian gets a seat at the table" language is a direct signal: this is designed to produce the sensation of inclusion, not the mechanics of survival.

California's position as home to 33 of the top 50 AI companies makes this particularly grotesque. The state whose economy generates the displacement event is now positioned as the compassionate manager of its consequences.

Governor Newsom is not wrong that something must be done. He is wrong about what that something is. Redistributing the gains of AI while leaving the productive participation circuit to continue its collapse does not preserve the system. It manages its decomposition.

The DT offers no comfort here. The niches exist — Sovereign, Servitor, Hyena, Altitude Selection — but they are not created by executive orders. They are claimed through cold-eyed structural positioning.

This order does not prepare workers for the economy that is coming. It prepares them to be gracefully managed as they exit it.
