  • Fear of job loss is a political problem to be managed — not a structural rupture to be acknowledged and planned for radically differently.

SOCIAL FUNCTION

Transition management propaganda. This order exists to:

  1. Signal that government is "doing something" to constituents who will be displaced.
  2. Position California as the official model for the national managed-transition framework.
  3. Extend the legitimacy of existing institutions by giving them a role in the transition — even if that role is administrative palliation.
  4. Prevent premature political instability by creating the appearance of a plan.

It is not a plan. It is theater staged to prevent the population from recognizing that the play is over.


THE VERDICT

Newsom is not protecting workers. He is constructing the administrative infrastructure of managed decline — the bureaucracy that will process the casualties while the system continues to produce them. The executive order is a hospice admission form dressed up as forward-looking policy.
