• Intercompany cooperation can overcome competitive liability, secrecy, and data-control incentives.
• More exercise volume produces capability rather than bureaucratic ritual and preparedness theater.
• Human responders remain available, coordinated, and legally empowered.
• Safety and resilience can be separated from the distributional consequences of automation.
• “Company-neutral” guidance can remain neutral when control of the vehicles, software, and data is concentrated.
• Operational preparedness can compensate for the absence of a political settlement over labor displacement.

Social Function

Transition management, prestige signaling, and ideological anesthetic, containing a partial truth.

The partial truth is that AV incidents will occur and exercises can expose real operational gaps. The anesthetic is the implication that systematic rehearsal makes the transition fundamentally governable. It gives institutions a vocabulary of maturity and collaboration while allowing them to avoid the harder question: what happens when the automated fleet is reliable enough to eliminate the human economic role that once justified those institutions?

The Verdict

Operationally useful; structurally evasive. This is a fire-drill manual for a machine that changes who owns the building and who is allowed to earn a living. It may preserve demand for Servitors in physical response, maintenance, logistics, and transition intermediation. The cognitive exercise apparatus itself is temporary and highly automatable.

Under the Discontinuity Thesis, the paper delays and manages failure. It does not alter the terminal direction. It prepares the system for the symptoms while leaving the causal machinery untouched.
