- Human decision-makers remain the relevant unit of economic agency. Unstated. The entire experimental framework treats individual humans as the decision locus. This is precisely what AI displacement renders false at scale.
- Paternalism is a stable, coherent policy category. The paper assumes "soft" and "hard" paternalism are durable institutional tools. But paternalism presupposes a capacity for autonomous choice that mass productive displacement eliminates at the root — you cannot paternalistically protect someone from a decision they no longer make.
- Error reduction is the operative welfare function. The authors measure paternalism's success by whether Choice Architects' forecasts of decision-maker improvement are accurate. This privatizes the welfare question into a game of epistemic calibration — ignoring that the game itself is being discontinued.
- Survey experiments on BRET generalize to real-world institutional choice. BRET is a lottery task. Gun purchase waiting periods, medical procedure delays, financial regulation — these involve identity, values, reversibility, information asymmetries, and systemic externalities that a bomb-in-a-grid task cannot touch.

This paper performs the ritual of empirical rigor on a question that has become institutionally irrelevant. It is the economic equivalent of a 1905 paper refining the caloric theory of heat — methodologically sophisticated, statistically precise, and fundamentally describing a system that is about to be superseded.
The "strong positive evidence for the absence of an effect" is a legitimate empirical result. But it is deployed as policy-relevant when it is actually confirmatory of what any structural analysis would predict: friction on human cognition is a weak lever compared to the architecture of who makes the decision. The authors have demonstrated this empirically and then failed to draw the structural conclusion.
THE VERDICT
This paper is a precision-engineered irrelevance. Its empirical results are clean; its theoretical framing is fossilized. It answers a question about the behavioral mechanics of paternalism in a world where the productive role of human paternalism is being structurally eliminated by AI-driven displacement of the decisions it seeks to govern.
The authors have correctly identified that soft and hard paternalism are not substitutes. They have not identified — because the disciplinary framework cannot see it — that the entire category of state paternalism toward individual economic actors is a transitional artifact of a labor-capital complementarity that AI is rendering obsolete. When the sovereign actor is an AI system, "waiting period" means nothing. When the servitor's decisions are economically optional rather than structurally necessary, "cap on risk-taking" becomes theatre.
The paper is competent. It is also, in the most precise sense, describing the furniture arrangement of a burning building.
