THE DISSECTION

LISEP has constructed a metric that accidentally confesses the structural corpse at the center of post-WWII capitalism. The headline rate (4.1%) is not a measurement — it is a narrative device. The True Rate (24.9%) is the actual measurement. The gap between them is not a statistical curiosity. It is the mechanism by which the system maintains false consciousness about its own terminal condition.

The TRU methodology is straightforward: full-time job seekers who can't find one + involuntary part-time workers + the wage-suppressed (anyone earning below $26k/year). This captures three distinct failure modes of the same underlying disease.

THE KILL MECHANISM (DT FRAMEWORK)

The TRU is a direct proxy for productive participation collapse — the core mechanism of the Discontinuity Thesis.

The headline rate of 4.1% counts actively searching job losers only. It excludes:
- The 35+ hour/week worker earning $18k → counted as "employed"
- The part-time retail worker seeking full-time hours → "employed"
- The discouraged worker who stopped looking → not in the labor force

This is not measurement error. This is institutional concealment of the wage-consumption circuit severance.

THE HIDDEN ASSUMPTION

LISEP frames this as a measurement improvement — "more accurate" data for better policy. This is transition management theater. The assumption smuggled in: that accurate measurement leads to corrective policy. The historical record on this is unambiguous: accurate measurement of a structural collapse does not trigger structural correction. Policymakers use the headline rate because the headline rate is politically sustainable. The TRU is politically inconvenient. Convenient metrics get used. Inconvenient ones get published in niche reports and ignored.

THE SOCIAL FUNCTION

Classification: Partial Truth / Institutional Self-Exculpation

LISEP deserves credit for publishing numbers that indict the headline rate. But publishing an accurate measure of a disease no one has the will to treat is functionally equivalent to running a hospice. The TRU is diagnostic. It has no therapeutic effect on the mechanism producing the numbers.

THE VERDICT

The headline rate is a lie by methodological design. The TRU is the truth. At 24.9%, the effective exclusion from productive economic participation is already at a level that would trigger mass political crisis — if it were widely reported and believed.

The educational gradient is the most important signal here. 50.3% TRU for no-high-school workers is not a poverty statistic. It is a terminal displacement forecast for that cohort under accelerating AI cognitive automation. The some-college penalty (29.5% vs 28.5% for HS diploma) is a credential inflation pathology that confirms the DT prediction: education moats are eroding from below as cognitive work gets automated.

The headline rate will remain politically "acceptable" (3-5%) throughout the transition because it structurally excludes everyone the system has already failed to employ at living wages. The official unemployment rate is a measure of the survivors, not the casualties.

The TRU is the casualties.
